Commit assigning a tag to a node.

Commit an assignment to the hosted repository named by --repository-id. Add --scope-repository-id <repository_id> for a tag scoped in another repository. Insufficient repository membership returns 403 repository_forbidden (CLI exit 3); to add your own node under a readable parent without joining its repository, run flywheel hosted:node:create --parent <node_id> --title 'My addition', which places it in your fork when you have no write role there. An unreadable or missing tag scope returns 409 repository_tag_scope_unreadable, naming only the supplied tag_id, scope_node_id and scope_repository_id; nothing is published. Ask for read access or use a tag defined in a repository you can read. A readable scope's inactive definition keeps tag definition is not active. Hosted commands have no unpublished commits to drop.
